A Comparative Analysis on Strengthening the Military Ties of Two Countries: The Case of Turkish and South Korean Military Academies

The Republic of Korea has two military academies; the one with four years education program was established in 1946 in Seul, the other one which has two years education program was established in 1968 in Yeongcheon. The more prestigious of these two is the one in Seul, which is similar to the US West Point Military Academy. To strengthen the historical and cultural ties between Turkey and South Korea, governments signed an agreement related to the student exchange program between two countries’ military academies. Regarding the small number of foreign cadets educated in the Korean Military Academy, it has a great importance for Turkish Military Academy to be a part of such an exchange program with South Korea. Even though these two countries have already been linked to each other with the historical ties, it is really important today to promote Turkey’s soft power in Korea by implementing such a rational policy. Especially establishing relations among the officers of the future, it will be a win-win process for both countries in the end. The main focus of this article is to point out the similarities and the differences of these two military academies, and to try to do a comparative analysis on this topic.

China's African Policies: Idealism or Realism?

The African countries gaining their independence after the World War II have recently become the focus of interest among the international actors. The DarkContinent seemingly forgotten at the time of struggle between different poles notably at the beginning of the Cold War era has increased its attraction since the 1960s with the appearance of Communist China in the African continent. Western countries after China, which started her regional policies apart from the understanding of colonialism, have as well begun to be interested in African continent. However, China which is the second biggest economy of the world (WorldBank, January 2015) and the contradiction of the use of soft power for the struggle of interest sharing in the global economic market through China’s foreign aid policies has still been a subject of debate among academics and maintained its actuality. In this article the relations between China and African countries are studied under two headings as investments and interest areas and the policies China followed in Africa are attempted to be analyzed whether they have “realist”paradigm roots or “idealist” approach origins.

Primacy and Supranationality of the EU Law according to Primary and Secondary Law

The courts of EU member states which were born with the Rome Treaty, 1957 are under obligations of the execution of both national and EU Community Law. Because of this reason there are some conflicts between these two law systems. Moreover, to solve this problem there aren't any open arrangements in the EU Constitutional Law. EU that try to overcome the resulting problem by insisting case law applications sometimes come across with difficulties. The aim of this paper to find solutions to the efforts of member states for tackling the problem of primacy and supranationality by taking care of primary and secondary resources of EU law in the coming days.
